Again in simplest terms:
We propose that the labour necessary to maintain housing in the area, as much as possible, be performed by a Corp of local labour and youth. Training should occur in the community, via community projects -- including low-cost support of local owners and local renewal/restoration projects.
In place of standard vocational education, we believe practical education should occur in the course of local projects which provide concrete benefits to the locality while presenting students with on-the-job learning in the face of actual problems and challenges facing neighbor-owners.
Such projects retain capital -- both financial and knowledge -- in the local community, rather than transferring it to individuals and contractors outside the local community.
